Black Creek Forks, Middleburg and the Road to Green Cove
Watch the creek more than the coast. North Fork and South Fork Black Creek join near Middleburg, then run about 13 miles to the St. Johns River just north of Green Cove Springs. Rain that falls far west around Camp Blanding and Kingsley Lake ends up passing those neighborhoods.
The National Hurricane Center listed Clay among the counties with major or record river flood stages during Irma in 2017. Homes in low ground along the creek can flood from upstream rain, well after a storm has moved on.

The eastern edge has a separate exposure. The St. Johns River forms that boundary, past Orange Park, Fleming Island and Green Cove Springs. Our flood damage restoration work is the same on both sides: Category 3 precautions first, drying after.
Blanding Blvd Subdivisions and Older Riverside Homes
Most Clay County calls will start inside the house. Census survey data for 2013 to 2017 counted about 59,400 single-family units out of 78,800, plus about 10,200 mobile homes and 9,200 multi-family units. That is suburban housing, and leaks from washers, water heaters and supply lines are the usual risk in that setting.
The age range is wide. Middleburg's historic district holds Victorian-era houses, Orange Park has its River Road district, and Fleming Island's subdivisions rose after the Navy airfield runways came out in the late 1990s.

The same houses need different handling once walls get wet. We flood cut only what the moisture map shows is wet, so you do not lose more drywall than necessary. In a Middleburg mobile home, we also look beneath the floor.

Water Damage Restoration in Clay County When the North Fork Gauge Climbs
Read the gauge, not the sky. The National Weather Service lowered minor flood stage on North Fork Black Creek near Middleburg to 15 feet and major to 20 feet, effective August 27, 2026. At 15 feet water reaches backyards on Hawk Haven and Lazy Acres roads. At 20 feet some homes take more than 2 feet inside.
Clay County Emergency Management put Irma's crest at 28.5 feet on both prongs in 2017. Move what you can at the first flood stage, then leave the rest to a planned cleanup. Water that reaches the walls means a flood cut, and that goes on the written scope.
How We Reach Clay County From St. Augustine
SR 16 is the direct line west, crossing the St. Johns on the Shands Bridge, which had weekend closures in 2026 during replacement work, with US 17 running north to Orange Park. The drive is longer than our St. Johns County work, so we tell you what to do while we are on the way: shut off the water, stay off wet floors and keep clear of electrics.
You speak with Dal Beggs or his son. On site we take moisture readings, map the wet areas and photograph before demolition. Then you get a free estimate and a written scope before heavy work, with no pressure to sign anything. That is the same water damage restoration sequence we use across all six counties, with water mitigation for clean-water leaks.
What customers say
5.0 stars on Google from 8 reviews. Quoted as written.
“Very impressive service. Dal and his team responded to our call immediately and were out the same day to begin the remediation process. Would highly recommend 1Call Restoration.”
“I needed a second opinion on my water damage cleanup but about 5 minutes after Dal showed up I realized I should have contacted 1 Call FIRST. They immediately got to work drying out my house and explained everything so well which helped relieve so much of the anxiety I was feeling. The communication and work was all top notch. HIGHLY RECOMMEND!”

Permit Offices and Utilities by Address
Confirm the office before any permitted repair. Green Cove Springs, Keystone Heights, Orange Park and Penney Farms are incorporated, and places like Lakeside, Fleming Island, Oakleaf Plantation and Middleburg are not, so those fall to the county. Green Cove Springs has its own online permitting. Whoever does permitted work pulls the permit.
Outside the towns, the Clay County Building Division at 435 Walburg Street in Green Cove Springs takes applications, with floodplain review first, even for minor work in a flood hazard area. Use the county's Flood Zone Helper to check your parcel, and again after the FEMA map update the county expects around Spring 2027.
Water follows the same lines. Clay County Utility Authority serves the unincorporated county, Green Cove Springs bills its own customers, and Orange Park's Public Works runs town water and sewer.
Clay County questions
Who should I report a water main problem to in Clay County?
For most homes the answer is on your bill. Clay County Utility Authority provides water, wastewater and reclaimed water across much of the county, and Green Cove Springs bills its own utility customers. Shut off your house valve first, then call the provider. Once the source has stopped, we can map how far the water traveled inside.
How do I prepare if Black Creek is forecast to crest near my home?
Follow county emergency instructions first, and leave when told to. Before you go, lift furniture and papers, and shut off power only if you can do it from a dry spot. Take dated photos of each room, because they make a useful record later. Do not wade back in. Flood water is Category 3 and belongs to a planned cleanup.
Is Clay County too far from St. Augustine for an emergency?
No, we serve it, though it is the far side of our range. Green Cove Springs is about 42 minutes away in normal traffic, and Middleburg about 66. Crossing the St. Johns River on SR 16 can add time during a storm, so call early. Dal or his son will tell you plainly what the route looks like.
