Water Damage Restoration in Flagler County, FL

Water damage restoration in Flagler County comes down to two different problems: ocean surge on the A1A strip and rain flooding inland. We serve the whole county from Flagler Beach to Bunnell, about 40 to 55 minutes from central St. Augustine in normal traffic. Palm Coast runs its own permits and utility, so your address also decides which office you deal with.

Why the A1A Strip and Inland Flagler Flood Differently

Start by asking where the water came from, because the coast and the mainland fail in opposite ways. Flagler County has about 18 miles of Atlantic shoreline and the Intracoastal Waterway behind it. During Hurricane Matthew the National Hurricane Center recorded A1A washing out in numerous locations along this coast, and the end of the Flagler Beach pier came down. A year later, during Irma, the National Weather Service logged multiple homes under water in Flagler Beach and along the Intracoastal.

Six years later Ian told a different story. The same agency attributed flooding of inland neighborhoods and Intracoastal communities in Flagler and Volusia largely to heavy rainfall. So a home far from the beach can take on water that a dune never touches.

Single-Story Slabs and Canal Homes Around Palm Coast

Most of what we would walk into here is single-family. Census survey data for 2013 to 2017 put about 42,400 of 50,300 county housing units in that group, with about 5,400 multi-family and 2,400 mobile homes. In a single-story house, water spreads under baseboards and into wall bottoms fast. Palm Coast also has about 58 miles of freshwater canals and 23 miles of saltwater canals, built as part of its water management system, so many back yards end at water.

Age splits the mainland too. Palm Coast began as an ITT development in 1969 and its early homes are concrete block, while Point2Homes puts the median build year at 2003.

Humidity adds the clock. We run LGR dehumidifiers with the house closed up, take daily moisture readings and stop only at the dry standard, which is the reading of unaffected materials in the same home. Inland homes near Bunnell, or along SR 100 and US 1, get the same process.

From St. Augustine Down I-95, US 1 and A1A

Three routes reach you, and storm conditions pick the one we use. I-95 and US 1 serve Palm Coast and Bunnell. A1A runs along the beach but cannot be counted on after a storm, for the reason Matthew showed.

Flagler County Water Damage Restoration: Who Runs Your Water and Sewer

Find your provider before you report a main break or a backup, because several systems split this county. Palm Coast and Bunnell each run their own water and wastewater. Flagler County sold the systems serving Beverly Beach, Eagle Lakes and Plantation Bay to the Florida Governmental Utility Authority in December 2020. Everyone else should check the bill.

Ian showed why that matters. As rain overloaded Bunnell's treatment plant, the city asked residents to use only essential water. A backup in a heavy storm is Category 3 water, so stay out of it and stop running water until the provider gives the word. We start cleanup once the line can hold.

Permit and Utility Offices, Bunnell to Palm Coast

Check the jurisdiction before any permitted repair. The county's office in Bunnell handles unincorporated Flagler only. Palm Coast runs its own Building Services and its own Utility Department. Beyond Palm Coast and Flagler Beach, we also cover Bunnell, Beverly Beach, Hammock and the western county.

For flood zones, the county points residents to the property appraiser's map layer, or its Planning and Zoning staff for elevation certificates. That office holds certificates for buildings constructed or substantially improved in the unincorporated floodplain since January 2012, plus flood maps back to 1986. Zones V and VE sit along the Atlantic, and the county's evacuation map also marks a potential lake flood zone.

Flagler County questions

Does Flagler County handle permits for a Palm Coast house?

No, Palm Coast has its own Building Services division. Flagler County's Building and Inspections office covers unincorporated areas such as Hammock and Bimini. Flagler Beach, Bunnell and Beverly Beach each deal with their own city or town hall, so we confirm the right office from your address before any permitted repair gets scheduled.

If my Flagler home is in Zone X, can it still flood?

Yes, it can. Zone X covers most of the county and marks moderate to low mapped risk, not zero. The National Hurricane Center found Ian's inland flooding in Flagler came largely from heavy rain, which ignores map lines. Treat any rising water as Category 3 and stay out until power is safely off.

Who runs water service in Palm Coast if the main breaks?

The City of Palm Coast Utility Department runs the central water and wastewater systems, so report a main break to the city. Inside the house, shut off your own valve first. If the city water was off and pressure returns with a leak inside a wall, call us and we will find the wet areas with thermal imaging.
