Saltwater Canals, Freshwater Canals and Homes Newer Than You Think
Call us the moment you find water. We cover every section of Palm Coast, and assessments and estimates are free.
Older stereotypes get this city wrong. ITT's community development arm started Palm Coast in 1969 on 42,000 acres, and its first homes were concrete block with gabled roofs. Homes from that era remain, but they are a minority. The city's median home was just 15 years old in 2017, and one census-based estimate puts about 42 percent of units in the 2000 to 2009 decade. Single-family homes dominate, at 32,421 of them against 1,694 condo units.
Water here comes from a built system. The city counts 58 miles of freshwater canals for stormwater, lowered ahead of storm season. Another 23 miles of saltwater canals run through the C Section and a sliver of the F Section, and those connect to the tide.
The numbers from recent storms are specific. In Matthew, the National Weather Service measured a 6-foot surge in the saltwater canal, about 44 inches over the bulkhead. In Irma, it logged about 2 feet over the sea wall, waist-deep water on Emerson Drive and 14.0 inches of rain at city Water Plant 1. Ian then made Burroughs Drive and Buffalo Grove Place impassable near Belle Terre Parkway.

Water Damage Restoration in Palm Coast Starts at the Swale
Check the swale before you blame the roof. Palm Coast drains through about 1,200 miles of swales, more than 150 miles of ditches and about 50 miles of city pipe. City code makes you responsible for the swale and driveway culvert on your lot: mowing, clearing blockages and removing sediment in front of the pipe. Anything that changes the grade needs a permit.
That matters when rain, not the canal, is the source. The National Hurricane Center says flooding of inland neighborhoods in Flagler County during Ian was largely the result of heavy rainfall. Local gauges ranged from 6.0 inches at the Palm Coast Library up to 15.0 at Bunnell, with most between 8 and 11 inches. Ask the city about your lot's flood zone before planning repairs.
PEP Tanks, City Water and Permit Notes for Belle Terre and Beyond
About half of homes have a Pretreatment Effluent Pumping tank: a buried tank, a small pump and a control panel on the house. The city owns and runs it, and a red light with an alarm means a problem. Without power the tank cannot pump, so the city tells residents to cut water use during outages. After Matthew, effluent came up at pump stations and tanks.
Water and sewer both come from the City of Palm Coast utility. Permits go through Palm Coast Building Services, not Flagler County. Our route is I-95 south to Exit 289 or 284, or Exit 293 for the north sections.
Give us your street and nearest parkway when you call. Storm reports name Sea Trail near Sea Breeze in Ian, Wynfield Drive in Irma and the Woodlands beside Graham Swamp, so those streets get an extra question about outside water.

Choosing Services for Canal Sections and Inland Neighborhoods
Match the card to what you see. A saltwater line on the wall and a burst hose in the garage are very different jobs.

“Very impressive service. Dal and his team responded to our call immediately and were out the same day to begin the remediation process. Would highly recommend 1Call Restoration.”
“Highly recommend Dal and his team at 1 Call Restoration - great locally owned company. We had a pipe burst that flooded parts of our home - it was such a stressful situation for our family. Dal and his team were amazing through the whole process. They helped us get everything cleaned up and even helped us as we worked with our insurance. Super thankful for their expertise, quality work, responsiveness, and professionalism.”
Your Palm Coast Visit, Step by Step
- You call and reach owner Dal Beggs. Non-emergency calls work well from 7am to 7pm, and an emergency can come in anytime.
- We confirm the water category. If it involves a PEP tank, the city handles the tank and we handle the house.
- We map moisture with meters and thermal imaging and photograph before any demolition.
- You receive a written scope, then daily readings until the structural drying reaches the dry standard.
Palm Coast questions
My PEP tank alarm is going off. Do I call you or the city?
Call the city first about the tank. Palm Coast's utility owns and operates PEP systems, and its instructions say to silence the alarm, cut water use and contact customer service rather than a plumber. Call us if sewage or water has come inside. We handle the extraction, cleaning and drying of the home, and treat that water as Category 3.
Are Palm Coast homes mostly old block houses with aging pipes?
No. Early homes from the ITT years were concrete block, but the city's median home was only 15 years old in 2017, and estimates put the median build year near 2003. We check what is actually in your walls. An older section home and a 2005 home can fail in different places, so we do not assume a pipe problem.
Do you work in saltwater canal homes in the C Section?
Yes. We cover the C Section, the F Section and the rest of the city. Saltwater surge changes the scope, because it carries silt and salt into walls, and it counts as Category 3 water. Do not run fans on it or start cutting drywall. Photograph the water line first, stay out if the power may be live, and call.
